The GeM portal simplifies how government entities buy what they need. It’s an online marketplace where departments and public organizations can find everyday goods and services from registered sellers.

Developed by the Department of Commerce, GeM replaces the old, complex tender process. This brings much-needed transparency to public procurement, which is how governments buy things from private businesses.

The Right Purchase, Every Time

The goal of GeM is to make sure government gets the right quality, quantity, and price for its purchases, all within set timeframes. To participate, both government agencies and sellers need to register on the GeM portal.

Buyers on the GeM Portal Eligible Organizations

The following organizations can register as buyers on the Government e-Marketplace (GeM) portal and are authorized to make procurements:

  • Central Government
  • State government ministries
  • State government departments, including subordinate offices
  • Central and state autonomous bodies
  • Central and state public sector undertakings (PSUs)
  • Local bodies

Registration of Primary Users

The following government officers or heads of offices can register their organizations as primary users on the GeM portal:

  • Any officer of the Central Government
  • Any officer of the State Government
  • Officers of Public Sector Units (PSUs)
  • Officers of autonomous bodies, local bodies, constitutional bodies, or statutory bodies at the deputy secretary level
  • Heads of offices at sub-centres, units, or branches

Responsibilities of Primary and Secondary Users

Primary users are responsible for registering their organizations on the GeM portal. They create user accounts for secondary users, assign roles and responsibilities, and supervise all transactions on the portal. However, they do not directly participate in procurement.

Secondary users are the officials responsible for procurement activities on the GeM portal, including receiving stores, placing contracts, and making payments to sellers. Although primary users can act as consignees to receive services or products, secondary users handle most procurement tasks.

Roles and Responsibilities

Primary users can assign the following roles to secondary users:

  • Buyer: Responsible for processing procurement transactions until order placement.
  • Consignee: Responsible for accepting procured goods and certifying receipt.
  • Drawing and Disbursing Officer (DDO)
  • Paying Authority

Procurement Process for Secondary Users

Secondary users should use the GeM portal for purchases as follows:

  1. Direct Purchase:

    • Up to ₹25,000 without comparison (except automobiles), through suppliers meeting requisite specifications, quality, and delivery period.
  2. L1 Purchase:

    • For orders above ₹25,001 up to ₹5,00,000, through GeM sellers offering the lowest price by comparing at least three different Original Equipment Manufacturers (OEMs) or service providers meeting requisite specifications, quality, and delivery period.
  3. Purchases above ₹5,00,000:

    • Made through suppliers offering the lowest price meeting requisite specifications, quality, and delivery period. After obtaining bids, purchases must be made using the reverse auction tool or online bidding on the portal (excluding automobiles, where the limit is ₹30,00,000). Procuring authorities should certify the reasonableness of rates.

Sellers on the GeM Portal Eligible Entities

The following entities can register as sellers on the GeM portal:

  • Proprietorship firms
  • Partnership firms
  • Limited Liability Partnerships (LLPs)
  • Private and public limited companies
  • Societies registered under the Societies Act
  • Statutory bodies

OEM Eligibility

Sellers can be OEMs or authorized entities to sell OEM products. OEMs include:

  • Manufacturers
  • Brand owners and third-party manufacturers
  • Importers and authorized sellers
  • Service providers
  • Assemblers

Responsibilities and Process

Sellers must list their products or services under specified categories on the GeM portal. When an order is received, they must deliver the product to the consignee, who will inspect and either accept or reject it online. Upon acceptance, the consignee generates a Consignee Receipt and Acceptance Certificate (CRAC), and the buyer processes the bill for payment within ten days.

Prerequisites

  • Aadhaar number of the primary user
  • Mobile number linked with Aadhaar
  • Email ID hosted by the National Informatics Centre (NIC)

 

Registration Process

  1. Visit the GeM Portal.
  2. Click on the ‘Sign Up’ button and select the ‘Buyer’ option.
  3. Review and agree to the Terms & Conditions.
  4. Enter the Aadhaar number and mobile number linked with Aadhaar, and verify Aadhaar.
  5. Fill in required details such as organization details, username, password, official email ID, and mobile number, then create the account.
  6. Verify the official email ID via the GeM verification email.
  7. Log in to the portal using the user ID and password.
  8. Create secondary users by clicking on the ‘User’ button, adding user details, and clicking ‘Add’.

Prerequisites

  • Aadhaar number linked with a mobile number or PAN number
  • Email ID
  • PAN number of the business
  • Business registration certificate
  • Corporate Identification Number (CIN) for private/public limited companies
  • Income Tax Return (ITR) details for the last three years
  • Billing address with GSTIN number
  • Bank account number and IFSC code

Registration Process

  1. Visit the GeM Portal.
  2. Click on the ‘Sign Up’ button and select the ‘Seller’ option.
  3. Review and agree to the Terms & Conditions.
  4. Enter required details on the account registration form and create the account.
  5. Verify the email ID via the GeM verification email.
  6. Log in to the portal using the user ID and password.
  7. Create a bank account linked to the GeM portal, deposit the caution money, and list products/services.

General FAQ on PAN Application

Can a trader register on GeM portal to supply items after purchasing from a manufacturer, or is only the manufacturer authorized to sell those items?

Both resellers and manufacturers are authorized to register on the GeM portal. Manufacturers can manage their resellers. To register as a reseller or trader, an authorization code and a letter from the manufacturer are required to sell the product on the GeM portal.


What could be the reason for variation in prices between GeM and other marketplaces?

The variation in retail prices and GeM prices of a product could be due to the following factors:

  1. Prices on GeM are inclusive of all taxes.
  2. Products on GeM may have different warranty periods.
  3. Onsite warranties are offered for some products on GeM.
  4. Prices may vary due to the payment terms of the transaction.

How can I request a change in the specification of an existing category?

Buyers can request changes to an existing category through the Request Management section available in their dashboard. All such requests will be evaluated by GeM.

What are the concessions on GST?

Certain buyer organizations are eligible for GST concessions if the goods for which bids have been invited meet the classification criteria for eligibility set by the institution.

Who can Buy/Purchase through GeM?

All central and state government ministries and departments, including their connected/subordinate offices, principal and state autonomous bodies, public sector units, and local bodies, are authorized to make procurements through the GeM portal.

How do I process a payment on GeM Portal?

There are two types of payments made on the GeM portal:

  1. Caution Money: This payment depends on the turnover of an entity, starting from ₹5,000. It can be made via cheque or the payment gateway on the GeM portal.
  2. Vendor Assessment: Payment for vendor assessment is also required.
